Who Needs a Gambling Licence?

You need a gambling licence if you offer games of chance, fixed-odds or pool betting, lottery products, peer-to-peer poker, or you supply the platform, RNG or aggregator software that powers those activities. Operating without authorisation is a criminal offence in every regulated market and is enforced through domain blocking and payment-rail restrictions, so this is not a corner worth cutting.

In short: the licence trigger covers B2C casinos, sportsbooks and poker rooms; B2B platform, RNG, game-studio and aggregator suppliers; and crypto-native operators, whose classification does not change just because they accept crypto.

The clearest case is the B2C operator. An online casino offering slots, table games and live dealer products needs a casino licence in every market where it accepts players. A sportsbook needs a betting licence, and a separate casino licence where it runs in-play casino-style markets. A poker room needs a poker authorisation. Mixed-vertical operators commonly hold several licences from one regulator, and we file them together.

B2B suppliers need their own authorisations even though they never face a retail customer, because regulators want certified, fit-and-proper providers in the supply chain. Platform providers, RNG developers, game studios, aggregators and, increasingly, marketing and CRM firms all qualify. We obtain the B2B authorisation alongside or instead of a B2C licence, depending on what you actually do.

Crypto-native operators sit in the same bucket as fiat operators. A crypto casino is still a gambling operator under the law of the markets it serves, and accepting crypto does not change the licence you need. What changes is the payment layer: you are usually not a crypto-asset service provider yourself, but your on and off-ramp partner is, so EU-targeting crypto rails must run through a properly authorised provider. Anjouan is the fast, low-cost route to market and the volume leader for crypto-native operators. The trade-off is reach: the regulator enforces a binding geo-block list (the United States, France, Australia, the Netherlands, Singapore and others) and Tier-1 European banks rarely take an Anjouan-only structure directly. Curaçao

Curaçao is the established workhorse for operators serving Latin America, Asia, Africa and the CIS who want a defensible licence without European substance cost. Its reformed regime, supervised by the Curaçao Gaming Authority, runs a direct two-tier structure: a B2C online gaming licence and a B2B supplier licence, both granted to a local company. The bar is real but proportionate, including a resident managing director, full beneficial-owner disclosure, on-island hosting and a genuine AML programme. Isle of Man

The Isle of Man, regulated by the Gambling Supervision Commission, is the premium choice. It is a respected, well-banked, English-language jurisdiction whose licence opens Tier-1 acquiring, top game-studio contracts and institutional payment relationships that lighter regimes cannot reach. It is the most demanding of the five on substance, fit-and-proper screening and ongoing compliance, and it takes the longest to grant. They offer a long-standing, recognisable offshore licence with no local gaming tax, suited to operators targeting non-US, non-Canadian markets who want more standing than an emerging licence carries without European cost or substance. Markets that need their own local licence

Some markets cannot be served from any offshore licence and require a domestic one: the United Kingdom (UK Gambling Commission), Germany, Sweden, the Netherlands, France, Spain, Italy, Denmark and Brazil each license locally, and the United States regulates state by state. Malta, Gibraltar and Cyprus run their own EU-regulated regimes for operators who specifically need an EU-tier licence. Key Requirements

Requirements vary by jurisdiction, but five things appear in almost every regime: corporate substance and fit-and-proper key persons, game and RNG certification, player-protection programmes, AML and KYC compliance, and segregation of player funds. Corporate substance and key persons

The serious regimes require a locally incorporated company with a registered office and, in most cases, a resident director and a local compliance officer, plus fit-and-proper screening of every significant beneficial owner, director and key function holder. Owners connected to sanctioned jurisdictions are ineligible. Lighter regimes ask for less, but even there the screening is real. We form the company, arrange resident officers where needed and prepare the ownership and source-of-funds file that, in practice, decides whether an application clears quickly or stalls.

RNG and game certification

Most regulated jurisdictions require random number generators and individual games to be certified by an accredited independent testing lab before they go live, through bodies such as GLI, eCOGRA, iTech Labs and BMM Testlabs.
